India should do more to maintain peace in border areas: China
BEIJING, Oct 30: China's military on Friday expressed concern over India's plan to construct 54 new border posts in Arunachal Pradesh, saying India should not complicate the situation and do more to maintain peace as it is a "disputed area".

Yang's comments on the border posts and the road network along the Arunachal Pradesh border was in line with the views expressed by the Chinese foreign ministry earlier this month.
Reacting to the border posts plan, Chinese foreign ministry spokesperson Hua Chunying had earlier said that "pending the final settlement of the boundary question, we hope that the Indian side could refrain from taking any action that may complicate or exaggerate the question".

ITANAGAR, Oct 30: True to its commitment for development of North Eastern states, the Centre had sanctioned a comprehensive scheme amounting to Rs. 4754.20 crores for strengthening of transmission and distribution system in Arunachal Pradesh and Sikkim. The scheme has been prepared by Central Electricity Authority (CEA) in consultation with Power Grid Corporation of India Ltd. for laying EHT transmission capacity, in addition of HT transmission capacity and augmentation of existing capacity.

Meanwhile, Union Minister of State for Home Affairs, Kiren Rijiju convened a meeting with officials of Ministry of Power, Govt. of India and Power Grid Corporation of India Ltd. today to discuss the process of implementation of the project.
In order to ensure local capacity building and timely completion of the project, Rijiju has emphasized that there should be an active participation of Arunachal Pradesh Govt in coordination with Union Ministry of Power and Power Grid Corporation of India Ltd., the consultant for the project.
Accordingly, this project should be implemented by the Department of Power, Govt. of Arunachal Pradesh. This will also ensure smooth transfer of the assets on commissioning of the project, according to an official release.
Arunachal reaches final stage in Republic Day tableau selection
NEW DELHI, Oct 30: If things go smoothly in the final selection meeting on November 12, Arunachal Pradesh would be showcasing its cultural heritage for the second time in a row at the Republic Day tableau parade at Rajpath in New Delhi.
The Ministry of Defence in its earlier meeting held at the DRDO Bhawan in September last, had selected the Igu Dance of Idu Mishmi Tribe out of the four themes that the Arunachal Pradesh government had submitted. The other three themes were Adventure Sports, Parashuram Kund and Malinithan.
Igu Dance or Priest Dance is a traditional dance of the Idu Mishmi tribe of Arunachal Pradesh that is performed to appease the spirits.
The Igus perform these ritualistic pujas on several occasions for the well being of the family and the community.
The selection of the tableaus for the republic day parade is a rigorous process, which involves various stages of elimination.
An expert committee is appointed to choose the tableaus from all the states and to suggest various modifications and changes to the selected states. These suggestions are concerned with the music, the model and the overall theme itself.
Only four states from the Northeast are now in the fray – Arunachal Pradesh, Assam, Manipur and Sikkim. The meeting on October 28 required all the selected states to present a miniature 3D model of the theme.
The Department of Information and Public Relation, Arunachal Pradesh is responsible for all the work related to the tableau. The procedure starts from April, with the selection of ideas for themes being the foremost stage. D. Bhattacharjee, Art Expert, IPR along with Hage Habung, Exhibition Assistant and Roto Tadi, Exhibition Artist is leading the Arunachal tableau team. While Bhattacharjee is also looking over the music composition and the design, the work of model and fabrication has been handed over to Adland Publicity.

People think mentally ill patients are violent, mental illness is caused by bad parenting, mentally ill peoples are not intelligent etc. whereas the fact is that most of mentally ill individuals are the victims of violence and many mentally ill patients have average or above average intelligence.”
He further said awareness, education etc. on the subject will help in combating the stigma related to mental illness and help people to come forward for seeking medical treatment.
Dr. Payee also lauded the yeoman service rendered by Rev. Pastor Nabam Sango and the staffs of the prayer centre to the homeless and abandoned mentally ill persons and encouraged everyone to follow the example.

DIRANG, Oct 30: ‘Historically throughout the ages, the Monpas of Tawang and West Kameng Districts have always stood together as one through thick and thin and this has been reiterated once again through the dedication of this Stupa in memory of my late father and former chief minister of Arunachal Pradesh Dorjee Khandu’, said Minister for Tourism, UD, Art & Culture Pema Khandu here today.
Speaking at the consecration and dedication of a Stupa also called ‘Chorten’ by locals in memory of Lt. Dorjee Khandu at Senge, 25 kms away from Dirang town, Pema said, ‘The gift of truth is the biggest of all gifts’ and this beautiful Stupa constructed by the people of Dirang led by local MLA and Parliamentary Secretary (Hydro Power Development) Phurpa Tsering is a testimony of the love and affection by the people of this district for my late father who had considered the entire Monpas as one irrespective of their dwelling places and his absence has indeed created a huge void for us’, he said.
On the progress of MON Autonomous Council issue, Pema said that the entire legislators of Tawang and West Kameng had recently met Union MoS for Home Affairs Kiren Rijiju at Delhi who had assured of a report by the centre within a month. ‘I will forward Kiren’s communication to all legislators of the twin districts as Kiren himself is a member of this council and has a soft corner on the issue’, he informed.
Recollecting the unsavory incident at Bomdila during the last rites of Late T.G Rinpoche, Pema said that the incident had been politicized by few individuals with vested interests who had misguided few youth and orchestrated the mayhem. ‘These persons hiding under the veil have now been identified and we will give a befitting reply when the right time comes’, he said categorically.
Pema also stressed on preservation of Monpa culture and identity and appreciated the good works of Department of Karmik and Adhyamik (DOKA) while also underscoring the point that time now had dawned in the state for the youth to achieve greater heights and glory unlike the earlier times.

ITANAGAR, Oct 30: Lauding the state cabinet decision to get the unemployed youths, including unemployed engineers registered with the Govt as local contractors, All Arunachal Contractors Welfare Association (AACWA) has reiterated that the state Govt should adopt the policy of one per cent EMD for tribal contractors and split the projects involving huge amount into packages so that the local contractors can participate in execution of project works.
Stating that only registration of contractors will not solve the unemployment problems, AACWA said many registered contractors remain without work since the projects works are divided among some of the legislatures and politicians and officers. AACWA further alleged that sometimes local contractors are not getting works as many of the works are executed in advance and tender floats later.
AACWA also requested the concerned executing agencies to strictly monitor the quality of highway renovation works. The Association further reiterated its demand that the authorities lower down the price of High Security Registration Plates (HSRP).

The decision to hike wages of labourers and contingency/causal workers would boost their morale while reducing the cascading impact of inflation on their daily life, he said.
The decisions of the state government are proof of its commitment to greater welfare of all sections of the society, the APCC added.
Welcoming the state cabinet decision to enhance the wages of working class of the government departments including casual and contingency employees, the Indian National Trade Union Congress (INTUC) Arunachal unit has termed the move as historic and fulfillment of people’s aspirations.

Usually, it is seen that even though circle headquarters are upgraded to EAC headquarter and EAC headquarter to SDO headquarter or ADC level, the infrastructure facilities accordingly does not improve. Adding to it, many of these offices are facing acute shortage of manpower. Due to the lack of fund, even after the upgradation, most of the offices practically remain same and never function to its full potential. Instead of creating new districts and upgrading the numerous administrative circles, the government of Arunachal should concentrate on providing best infrastructures to the existing one.

This is regarding the statement of the President APCC Padi Richo for certain changes in awarding contract works for the benefit and equal development of the people of Arunachal Pradesh. Contract upto Rs. 5.00 crore should be awarded to the people of the particular constituency and upto Rs. 10.00 crore should be awarded to the people of that particular district where project is being planned.
Changlang People Forum (CPF) appeal to the State Government that upto Rs. 1.00 crore should also be awarded on direct work order basis so that unemployed educated youths and small contractor can avail the benefit for their firm registration.
In this connection, the Forum had already conveyed the same demand to the elected representatives of the district and the matter has been conveyed to the Chief Minister.
Therefore, once again we strongly demand to the government of Arunachal Pradesh to implement the same at an earliest please.

ILPs and trains
Dear editor,
Through your esteem daily, I would like to express my views on the possible problems in our state because of the train service and inner line permit (ILP).
It is reported that the train service is to start again very soon in Arunachal Pradesh with installation of check gates in the train station or where ever it is applicable. Already some says coming of the train will create problems for the tribal or indigenous people.
When we look at all these we know that the central govt has a plan to withdraw ILP as they seem to think that it is coming on the way of the industrial development in the state.
We already saw the problem when the train started its services in Naharlagun in the month of April. There would be innumerable passengers with and without tickets.
Who will check them and how they are going to check them? The duty of the railway staff is not to check ILP but to check the train tickets.
According to my view in the pretext of train services, they are trying to lift ILP.

A person who has been in media for a long time and knows the depth of Arunachal media is the newly elected MLA Gabriel D.Wangsu, the former Editor of Dawnlit Post.
There is a ray of hope that with his experience, he will never fail to understand Arunachal media and its problems. At the same time he will have opportunity to share the basic media ethics and its practical problems with his legislator colleagues so that they would also understand more about actual problems of media and its functioning.

I'm a student of Delhi University. I have been living in Delhi for past 4 years, for my Bachelors and Masters Degree.
There is proper bus station, bus stops, car parking area, roads, traffic controls, markets, schools and lots more. The problem here in Delhi is that it is over populated and has more population than the state of Arunachal.
I'm sure Delhi is often visited by most of the MLAs and bureaucrats of GoAP.
When I return to AP during vacations, I feel ashamed and annoyed by the poor and miserable condition of roads, traffic, bus stations and stops, markets, Internet, hospitals, electricity, health, education. The only good thing is the weather of AP.
Do the MLAs, MPs, bureaucrats and people who often visit Delhi feel the need to develop AP like that of Delhi? Roads, schools, colleges, hospitals, market, bus station, bus stop of AP have remained the same without any proper development since my childhood. When will AP develop?
The changes that I have seen in AP are the increase in number of private cars and buildings. Who and when will AP develop?
I would like to request MLAs, MPs, bureaucrats and people of AP to develop our state with proper roads, transportation, schools, universities, hospitals, electricity and telecommunication.
