India should do more to maintain peace in border areas: China

BEIJING, Oct 30: China's military on Friday expressed concern over India's plan to construct 54 new border posts in Arunachal Pradesh, saying India should not complicate the situation and do more to maintain peace as it is a "disputed area".

"We have noticed relevant report. Dispute still exists in the eastern part of China-India border," Defence ministry spokesman Yang Yujin told a media briefing here when asked a question on the plans announced by the home ministry to build 54 new border posts along the Arunachal Pradesh border.

"We urge the Indian side to do more to maintain peace and stability in the area and not do things that may complicate the situation," he said.

Asked why China is wary of India's development of infrastructure along the border when it has carried out extensive development on its side, Yang said, "I think that the roads you are talking about are in the eastern part of the China-India border which is still a disputed area."

"China's position on the dispute in this area is clear and consistent," he said.

China claims Arunachal Pradesh as southern Tibet. "It is an important consensus reached by the two sides to maintain peace and stability along the Line of Actual Control and both sides should do more towards converging direction rather than contrary," he said.

Indian government last week announced setting up of 54 new border outposts and a Rs 175 crore package for beefing up the infrastructure along the border in Arunachal Pradesh.

Yang's comments on the border posts and the road network along the Arunachal Pradesh border was in line with the views expressed by the Chinese foreign ministry earlier this month.

Reacting to the border posts plan, Chinese foreign ministry spokesperson Hua Chunying had earlier said that "pending the final settlement of the boundary question, we hope that the Indian side could refrain from taking any action that may complicate or exaggerate the question".

Chinese foreign ministry has also reacted earlier on the plans announced by minister of state for home, Kiren Rijiju, to construct a road network along the international boundary from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh to match China's infrastructure development.

"There is a dispute about the east part of the China-India border. Before final settlement is reached we hope that India will not take any action that may further complicate the situation," spokesman Hong Lei said on October 15.

Yang said today that the agreements like setting up hotlines between the two militaries and improving communications between the command posts reached during this month's meeting of the Working Mechanism for Consultation and Coordination (WMCC) in New Delhi put very important and positive inputs into bilateral relations and can help to deal with the border issues in a timely manner. Central project for improvement of power transmission system

Rijiju for participation of state power dept in project implementation

ITANAGAR, Oct 30: True to its commitment for development of North Eastern states, the Centre had sanctioned a comprehensive scheme amounting to Rs. 4754.20 crores for strengthening of transmission and distribution system in Arunachal Pradesh and Sikkim. The scheme has been prepared by Central Electricity Authority (CEA) in consultation with Power Grid Corporation of India Ltd. for laying EHT transmission capacity, in addition of HT transmission capacity and augmentation of existing capacity.

Consequent upon the approval of the CCEA the Govt. of India has approved this ambitious scheme for intra-State transmission/sub-transmission and distribution system.

An amount of Rs. 4754.20 crores has sanctioned to accomplish this project. Out of this Rs.3199.45 crores is earmarked for the Project to be implemented in Arunachal Pradesh.  

Meanwhile, Union Minister of State for Home Affairs, Kiren Rijiju convened a meeting with officials of Ministry of Power, Govt. of India and Power Grid Corporation of India Ltd. today to discuss the process of implementation of the project.

In order to ensure local capacity building and timely completion of the project, Rijiju has emphasized that there should be an active participation of Arunachal Pradesh Govt in coordination with Union Ministry of Power and Power Grid Corporation of India Ltd., the consultant for the project.

Accordingly, this project should be implemented by the Department of Power, Govt. of Arunachal Pradesh. This will also ensure smooth transfer of the assets on commissioning of the project, according to an official release.

 

 

Arunachal reaches final stage in Republic Day tableau selection

NEW DELHI, Oct 30: If things go smoothly in the final selection meeting on November 12, Arunachal Pradesh would be showcasing its cultural heritage for the second time in a row at the Republic Day tableau parade at Rajpath in New Delhi.

The Ministry of Defence in its earlier meeting held at the DRDO Bhawan in September last, had selected the Igu Dance of Idu Mishmi Tribe out of the four themes that the Arunachal Pradesh government had submitted. The other three themes were Adventure Sports, Parashuram Kund and Malinithan.

Igu Dance or Priest Dance is a traditional dance of the Idu Mishmi tribe of Arunachal Pradesh that is performed to appease the spirits.

The Igus perform these ritualistic pujas on several occasions for the well being of the family and the community.

The selection of the tableaus for the republic day parade is a rigorous process, which involves various stages of elimination.

An expert committee is appointed to choose the tableaus from all the states and to suggest various modifications and changes to the selected states. These suggestions are concerned with the music, the model and the overall theme itself.

Only four states from the Northeast are now in the fray – Arunachal Pradesh, Assam, Manipur and Sikkim. The meeting on October 28 required all the selected states to present a miniature 3D model of the theme.

The Department of Information and Public Relation, Arunachal Pradesh is responsible for all the work related to the tableau. The procedure starts from April, with the selection of ideas for themes being the foremost stage. D. Bhattacharjee, Art Expert, IPR along with Hage Habung, Exhibition Assistant and Roto Tadi, Exhibition Artist is leading the Arunachal tableau team. While Bhattacharjee is also looking over the music composition and the design, the work of model and fabrication has been handed over to Adland Publicity.

Let us pledge to uphold the spirit of unity: Governor

ITANAGAR, Oct 30: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has extended warm greetings to the people of the state on the occasion of Rashtriya Ekta Diwas, which commemorate the birth anniversary of Sardar Vallabhbhai Patel. The Governor expressed his hope that the National Unity Day celebration will further strengthen the spirit of oneness, peace and amity in the State and Nation.

In his message to the people, the Governor said that Sardar Vallabhbhai Patel, an ardent patriot, a distinguished administrator and one of the great social leaders of India is the epitome of unity.

He was instrumental in integration of over 500 princely States into the Indian Union at the time of Indian Independence. It was his persistence and strong commitment that in spite of diverse cultural attributes, the country adorns and enjoys exceptional characteristics of Unity in Diversity. The Governor wished that every Indian re-affirms to the inherent strength and resilience of the nation to withstand the actual and potential threats to the unity, integrity and security of the country.

On the occasion, the Governor appealed to the people of the State and Country, youth in particular to love and respect fellow Indians as their own brothers and sisters. He exhorted all to pledge to uphold the spirit of unity and fraternity amongst the people as a tribute to Sardar Vallabhbhai Patel.

 

 

Resolve to contribute towards peace and prosperity: Tuki

ITANAGAR, Oct 30: Paying rich tributes to the first woman Prime Minister of India, Indira Gandhi on her 30th death anniversary, which is observed as Rashtriya Sankalp Diwas, Chief Minister Nabam Tuki appealed the people of Arunachal Pradesh to reaffirm and resolve to work and contribute towards peace, prosperity and development of the state and the nation.

“The real tribute to the great visionary leader would be to shun violence in all forms and imbibe upon ourselves peaceful co-existence, profess universal brotherhood and promise for all round development of the society without disturbing the fragile social fabric”, Tuki stated.

He called upon the people to resolve all matters relating to caste, creed, region, religion or language through constitutional means without resorting to violence.

The Chief Minister also extended greetings on the occasion of Rashtriya Ekta Diwas, which commemorates the birth anniversary of Sardar Vallabhbhai Patel. Tuki expressed hope that this day would foster the spirit of togetherness, unity, peace and tranquility in the State and Nation.

 

 

Major effort to boost e-enablement of PRIs

ITANAGAR, Oct 30: In an effort towards enabling Arunachal Pradesh to be hundred percent e-PRI compliant, a two-day ‘State Level Workshop cum Orientation Programme on Panchayat Enterprise Suite (PES) Applications under RGPSA’ started here at SIRD Conference Hall today. The PES has been developed by NIC New Delhi and Ministry of Panchayati Raj Government of India (MoPR) flagship programme known as Rajiv Gandhi Panchayati Raj Sashaktikaran Abhiyan (RGPSA).

Initially two days state level workshop is being conducted for DPDOs and ZPCs to acquaint them on e-PRI applications and to update them on latest developments regarding support for PRIs in Arunachal Pradesh from MoPR.

Inaugurating the programme Tahang Taggu, Secretary RD & PR lamented the poor presence of ZPCs and DPDOs despite all appropriate pre-programme arrangements made by SIRD Arunachal Pradesh. He mentioned that such arrangements involve considerable expenditure and time, which are eventually wasted because of poor presence of targeted members.

He directed the ZPCs to be present in their districts to a maximum extent and involve Gram Sabhas as initial point of decision making within PRIs. He exhorted officers and all concerned to concentrate on completing targets in reference to finalised plans and corresponding decisions, instead of engaging into petty politics and litigation. He directed that all efforts must be directed to provide maximum benefits to the needy as that is the primary mandate of Department of PR and Department of RD. He called upon all ZPCs, DPDOs, Department of PR and SIRDA to converge all resources to make the present term of PRIs as a model that may be emulated by PRIs in forthcoming terms.

Nyabin Ete, Director SIRDA, Likha Kiran Kabak Dy. Director cum State Nodal Officer RGPSA also spoke on the occasion. Dr. Rakesh Srivastava who is also coordinating the conduct of these programmes presented the present status of e-PRI and the challenges in making the State fully capable to be online and continue to update required details under relevant e-PRI applications.

Vikas Shakya from NIC New Delhi gave a brief perspective of present PR system and evolution of e-PRI. He also outlined the e-PRI suite applications and presented a brief overview.

Kemo Lollen, Director PR expressed dissatisfaction over absence of certain ZPCs and DPDOs. He also emphasized on the importance of the proposed training for PTAs, which is a paradigm shift from conventional training conducted by SIRDA as these programmes shall involve direct hands on training. He also dwelt on important initiatives of state Govt. for strengthening PRIs in Arunachal Pradesh. He called upon all concerned to update all functioning of PRIs on PES being mandatory, which shall enable greater transparency and accountability, besides enabling State to be able to claim additional funds.

The first batch of hands on training for PTAs for Tawang, West Kameng, East Kameng, Longding, and Anjaw district(s) shall commence on 3rd November 2014, according to an official release.

 

 

Community mental health awareness camp conducted

ITANAGAR, Oct 30: A team of mental health doctors led by Dr. Haniya Payee, senior neuro-psychiatrist, Arunachal State Hospital cum state programme officer (mental health) conducted community mental health awareness cum outreach treatment camp at “Hara Hapa Christian Prayer Centre” today. Altogether 34 neuropsychiatric cases were examined and free medicines distributed.

While offering free counseling, Dr. Payee said the understanding of mental illness is of paramount importance because it is when someone lacks the ability to manage day to day events or control behavior.  

“Mental illness is just like any physical illness. But the society believes otherwise with various myths associated with mental illness.  People think mentally ill patients are violent, mental illness is caused by bad parenting, mentally ill peoples are not intelligent etc. whereas the fact is that most of mentally ill individuals are the victims of violence and many mentally ill patients have average or above average intelligence.”

He further said awareness, education etc. on the subject will help in combating the stigma related to mental illness and help people to come forward for seeking medical treatment.

Dr. Payee also lauded the yeoman service rendered by Rev. Pastor Nabam Sango and the staffs of the prayer centre to the homeless and abandoned mentally ill persons and encouraged everyone to follow the example.

 

 

AAHRRBA meet highlights problems

ITANAGAR, Oct 30: The one day 1st ever meeting cum general conference of All Arunachal Hotel, Resort, Restaurant and Bars association (AAHRRBA) was held at Ziro Valley Resort on 27th of this month. Delegates of various hoteliers from across the state took part in the one day conference cum meeting. The conference was held to promote unity and integrity among the hoteliers. Hoteliers discussed in length about various problems plaguing the hotel industry and took some important decisions in this regard.

Among others, the members discussed in length about the problems created by the student unions for the hotel industry in the state. Further, the members resolved to take up for changing the time set for closing of bars, demand incentives from govt. of Arunachal, carry out membership drive and absorb local hotel management students. Chief Patron of the association Kipa Tater informed that soon they will write to the state government seeking open tendering of Arunachal Guest House in Delhi.

 

 

Month-long ATSU silver jubilee celebration ends

DAPORIJO, Oct 30: The month-long celebration of foundation day cum silver jubilee of the All Tagin Students Union (ATSU) concluded with various colourful programmes here at Rijo ground today.

Addressing the valedictory function, Daporijo MLA Dikto Yekar appreciated ATSU for providing the best platform for the student community to expose their hidden talent. He urged student community to participate in extra curricular activities like game and sports, art and culture besides spiritual and intellectual activities for all-round development.

Appreciating the teaching community, especially, teachers who have come from different parts of the country to contribute in education sectors in the state, he also advised student community to keep away from bad habit like drug abuse and anti-social elements.

District Tourism Officer Dikchu Raji also appreciated ATSU for organizing such mega programme and distributed prizes to the winners of various competitions. Cultural, literary and sports competitions were organized with participation of students from many schools during the month long silver jubilee celebration.

Yesterday, many meritorious and outstanding performers including teachers, police personnel and students were felicitated in a function held at Rijo ground. Parliamentary Secretary PR and RD Punji Mara and District Fishery Development Officer Taye Riamuk attended  the felicitation function. A Tagin audio album Ajiina was also released during the felicitation function.

Earlier, ATSU President Raju Malling unveiled the ATSU foundation stone near airfield Daporijo.

 

 

Monpas should follow the ideals of Lt. Dorjee Khandu: Pema

DIRANG, Oct 30: ‘Historically throughout the ages, the Monpas of Tawang and West Kameng Districts have always stood together as one through thick and thin and this has been reiterated once again through the dedication of this Stupa in memory of my late father and former chief minister of Arunachal Pradesh Dorjee Khandu’, said Minister for Tourism, UD, Art & Culture Pema Khandu here today.

Speaking at the consecration and dedication of a Stupa also called ‘Chorten’ by locals in memory of Lt. Dorjee Khandu at Senge, 25 kms away from Dirang town, Pema said, ‘The gift of truth is the biggest of all gifts’ and this beautiful Stupa constructed by the people of Dirang led by local MLA and Parliamentary Secretary (Hydro Power Development) Phurpa Tsering is a testimony of the love and affection by the people of this district for my late father who had considered the entire Monpas as one irrespective of their dwelling places and his absence has indeed created a huge void for us’, he said.

On the progress of MON Autonomous Council issue, Pema said that the entire legislators of Tawang and West Kameng had recently met Union MoS for Home Affairs Kiren Rijiju at Delhi who had assured of a report by the centre within a month. ‘I will forward Kiren’s communication to all legislators of the twin districts as Kiren himself is a member of this council and has a soft corner on the issue’, he informed.

Recollecting the unsavory incident at Bomdila during the last rites of Late T.G Rinpoche, Pema said that the incident had been politicized by few individuals with vested interests who had misguided few youth and orchestrated the mayhem. ‘These persons hiding under the veil have now been identified and we will give a befitting reply when the right time comes’, he said categorically.

Pema also stressed on preservation of Monpa culture and identity and appreciated the good works of Department of Karmik and Adhyamik (DOKA) while also underscoring the point that time now had dawned in the state for the youth to achieve greater heights and glory unlike the earlier times.

Parliamentary Secretary (Hydro Power Development) and Dirang MLA Phurpa Tsering said that the Stupa was a small token of love and affection from the people of Dirang in memory Late Dorjee Khandu, who had been a ‘fatherly figure’ for the entire Monpa belt. ‘I wish all the best of luck to the three siblings of Lt. Dorjee Khandu to carry forward the legacy of his good works’, he said.

Explaining the underlying importance of the Stupa, Guru Tulku, Abbot of Tawang monastery who also formally undertook the consecration ceremony explained that the Stupa or Chorten was a symbol of Lord Buddha’s state of peaceful mind or Dharmakaya and it enhanced the chances of re-birth of a person. ‘This Stupa has been in the making for the past one year and executed masterly with its ornate craftsmanship and rich artistic local designs by a local contractor Gyaltsen’, he informed. While appealing the denizens of Senge to offer regular prayers during the auspicious Buddhist calendar days and up keeping the Stupa, the abbot also said, ‘As seen in the Buddhist vision at Gaya, the re-birth of Lt. Dorjee Khandu is assured and we are waiting for that opportune time and the auspicious day’.

The ceremony among others was also attended by Parliamentary Secretary RWD Jambey Tashi, Bomdila MLA Japu Deru, MLA Tawang Tsering Tashi, DOKA Chairman Jambey Wangdi, Deputy Commissioners of Tawang and West Kameng, ADC Dirang, ZPC Tawang Jambey Tsering, Brigadier Saini of Baisakhi Army Brigade, Chief Engineer Hydro-Power, HoD’s of West Kameng and Dirang besides public of Dirang and Tawang.

 

 

AACWA reiterates demands

ITANAGAR, Oct 30: Lauding the state cabinet decision to get the unemployed youths, including unemployed engineers registered with the Govt as local contractors, All Arunachal Contractors Welfare Association (AACWA) has reiterated that the state Govt should adopt the policy of one per cent EMD for tribal contractors and split the projects involving huge amount into packages so that the local contractors can participate in execution of project works.

Stating that only registration of contractors will not solve the unemployment problems, AACWA said many registered contractors remain without work since the projects works are divided among some of the legislatures and politicians and officers. AACWA further alleged that sometimes local contractors are not getting works as many of the works are executed in advance and tender floats later.

AACWA also requested the concerned executing agencies to strictly monitor the quality of highway renovation works. The Association further reiterated its demand that the authorities lower down the price of High Security Registration Plates (HSRP).

PRI leaders demand Govt to shift ADC office

ITANAGAR, Oct 30:  A group of Panchayat leaders have urged the authority concerned to shift the old ADC office of Seijosa to newly constructed building at A2 block at Seijosa. PRI leaders said that Rs 174.60 lakhs had been sanctioned by the state government for the establishment of new ADC building and other infrastructures, and after completion the building was handed over to ADC Seijosa by the constructing agency on 14th July 2014. They expressed resentment over the alleged delay in shifting the old office to newly constructed one. The PRI leaders also claimed that some groups with vested interests are allegedly trying to shift the office at Monai-Seijosa.

 

Cabinet approves upgradation of Doimukh to SDO Hq

ITANAGAR, Oct 30: The state cabinet, besides the people-friendly decisions as stated yesterday, further approved the upgradation of the Doimukh EAC headquarter to SDO headquarter. This was one of the long pending demands of the people of Doimukh assembly constituency in particular and Papum Pare district in general. The necessity for the upgradation was felt due to the importance of Doimukh as a nerve-center of the community residing in the region since years.  Also, the Doimukh administrative center being one of the sensitive areas along the Assam-Arunachal boundary, the need was further accepted by the State Government.

A notification in this regard has been initiated, Govt Spokesperson Bamang Felix stated in a release.

 

Road restoration soon

ROING, Oct 30: The road connectivity between Roing and Dambuk would be restored and motor-able within 15 days informed Navayuga Engineering Ltd, Manager Indu Linggi to Parliamentary Secretary, WRD Gum Tayeng while she was inspecting the Roing-Dambuk Road construction site today.

Legal metrology conducts

SEPPA, Oct 30: The Legal Metrology &  Consumer Affairs Department staff led by Tasso Gurro, inspectors (LM&CA) along with police conducted surprise inspection of shops at Seppa and seized packaged commodities items like hardware parts, cold drinks and turmeric powder etc due to non-declaration of MRP, expired goods and use of additional stickers in the packaged commodities items yesterday.

Chhath Puja at Changlang

CHANGLANG, Oct 30: Chhath Puja was celebrated at Changlang today. MLA, Tesam Pongte, who attended the programme also prayed for good health and prosperity of all people in the district and the world.

The NSS unit of the Don Bosco College, Jollang organized the 3rd annual blood donation camp of the college at R K Mission Hospital on Thursday. ITANAGAR, Oct 30: The Directorate of Small Savings, Naharlagun celebrated World Thrift Day today.

Speaking on the occasion, Director of Postal Services DN Sharma while saying that small schemes offer save investment avenues for the people ensured and all possible help to small savings agents for depositing their collection money in the post office.

FAO, Directorate of Audit and Pension, Taniyang Tatung spoke on the objective of World Thrift Day.

Villagers of Silsango calls for de-notification of Reserve Forest status

ITANAGAR, Oct 30: The villagers of Arung/Silsango villager under Silsango circle has called for de-notification of Arung Community Reserve Forest.

In its signed representation submitted to the Chief Secretary, while saying that the land has been inherited to them from their forefathers since time immemorial, the villagers alleged that the government is illegally contemplating to acquire the land without due process.

The people of Silsango/Arung village are dependent on the land mainly for agricultural purpooses; WRC field, jhum cultivation, fruit garden, bamboo garden, Mithun breeding farm and for cane cultivation, they wrote in the letter and claimed that the government gave no prior notification for public hearing for claims and objections and is now not heeding to their repeated complaints.

 

Chimpu road snapped

ITANAGAR, Oct 30: Road to Directorate Sports & Youth Affairs Chimpu Itanagar has reportedly been washed away due to incessant rain. It is badly affecting the vehicular movement as the portion of road was swept away. This was informed by ASM I-Bat Chimpu Panchayat Bamang Anand today. ASM requested the department to restore the road at the earliest.

 

APCC lauds cabinet decisions

ITANAGAR, Oct 30: The ruling Congress today lauded the state Cabinet for its people-centric decisions.

Among others, the cabinet move to facilitate contractor registration for unemployed local youth, particularly qualified engineers, honouring the plea of the Congress recently, would go a long way in solving unemployment problem and give them a sense of involvement in state building, said Padi Richo, President, Arunachal Pradesh Congress Committee (APCC) in a release today.

The decision to hike wages of labourers and contingency/causal workers would boost their morale while reducing the cascading impact of inflation on their daily life, he said.

The decisions of the state government are proof of its commitment to greater welfare of all sections of the society, the APCC added.

Welcoming the state cabinet decision to enhance the wages of working class of the government departments including casual and contingency employees, the Indian National Trade Union Congress (INTUC) Arunachal unit has termed the move as historic and fulfillment of people’s aspirations.

Stating that the concern raised by the working community of the state was genuine and overdue since long, INTUC secretary general Kenkar Yomcha said, “Such people friendly decision of the government will encourage in creating work culture with new spirit and zeal across the state.” “The entire work force will escalate their contribution with commitment in return to the govt’s welfare decision,” Yomcha added.    

 

Awareness campaign on TDS

YINGKIONG, Oct 30: Upper Siang District Deputy Commissioner, Dr. Tariq Thomas has directed all DDOs of the district for mandatory and correct Tax deduction to increase the revenue of the state.

He was addressing at a workshop cum awareness campaign on Tax Deduction at Source (TDS), conducted by the Department of Tax & Excise Yingkiong today. Earlier, Yame Tatin Supdt. (Tax & Excise) appealed the defaulter DDOs to rectify their mistakes by maintaining the rules of APGTD at earliest so that mistakes are not repeated in future.

HState cabinet yesterday approved the up-gradation of Ruksin SDO headquarter to ADC headquarter, Jengging CO headquarter to EAC headquarter and Kimin EAC headquarter to SDO headquarter. The five-hour cabinet meeting which was presided over by Chief Minister Nabam Tuki also decided to enhance the wages of working class of the Govt. departments. Government of Arunachal has made series of such upgradation in the last few years and also carved out couple of new districts from the existing one.

However on infrastructure front, things have not improved much. Usually, it is seen that even though circle headquarters are upgraded to EAC headquarter and EAC headquarter to SDO headquarter or ADC level, the infrastructure facilities accordingly does not improve. Adding to it, many of these offices are facing acute shortage of manpower. Due to the lack of fund, even after the upgradation, most of the offices practically remain same and never function to its full potential.  Instead of creating new districts and upgrading the numerous administrative circles, the government of Arunachal should concentrate on providing best infrastructures to the existing one.

An appeal

Dear Editor,

This is regarding the statement of the President APCC Padi Richo for certain changes in awarding contract works for the benefit and equal development of the people of Arunachal Pradesh. Contract upto Rs. 5.00 crore should be awarded to the people of the particular constituency and upto Rs. 10.00 crore should be awarded to the people of that particular district where project is being planned.

Changlang People Forum (CPF) appeal to the State Government that upto Rs. 1.00 crore should also be awarded on direct work order basis so that unemployed educated youths and small contractor can avail the benefit for their firm registration.

In this connection, the Forum had already conveyed the same demand to the elected representatives of the district and the matter has been conveyed to the Chief Minister.

Therefore, once again we strongly demand to the government of Arunachal Pradesh to implement the same at an earliest please.

ILPs and trains

Dear editor,

Through your esteem daily, I would like to express my views on the possible problems in our state because of the train service and inner line permit (ILP).

It is reported that the train service is to start again very soon in Arunachal Pradesh with installation of check gates in the train station or where ever it is applicable. Already some says coming of the train will create problems for the tribal or indigenous people.

When we look at all these we know that the central govt has a plan to withdraw ILP as they seem to think that it is coming on the way of the industrial development in the state.

We already saw the problem when the train started its services in Naharlagun in the month of April. There would be innumerable passengers with and without tickets.

Who will check them and how they are going to check them? The duty of the railway staff is not to check ILP but to check the train tickets.

According to my view in the pretext of train services, they are trying to lift ILP.  

The central govt wants to withdraw or lift ILPs in order to make way for industrial development, assuming that ILP is the main culprit for under development. But the non-ILP states such as Assam, Manipur, Meghalaya and Tripura remain industrially underdeveloped.

Some think that the inner line permit has created a permanent divide between the tribal and the plain people and that withdrawal of inner line permit system will create goodwill and understanding between them. That necessarily may not be the case.

And states without inner line permit such as Meghalaya, Tripura and Manipur, where the ILP was withdrawn in November 1950 are demanding introduction of the ILP system now. Centre has to think about it

Ray of hope

Dear Editor,

A person who has been in media for a long time and knows the depth of Arunachal media is the newly elected MLA Gabriel D.Wangsu, the former   Editor of Dawnlit Post.

There is a ray of hope that with his experience, he will never fail to understand Arunachal media and its problems. At the same time he will have opportunity to share the basic media ethics and its practical problems with his legislator colleagues so that they would also understand more about actual problems of media and its functioning.

In this way Arunachal media will receive a moral support through his presence as Legislator in the State.

He has been in media profession for the last 20 years who has written several political stories, has the experience of handling various sensitive allegations and counter allegations.  He has enough experience in media and its problems in this State. I hope he will exercise his wisdom to some extent for faster growth of media in the State so that more and more budding and young journalists of this State will be encouraged to opt for media as their profession.

When will Arunachal Pradesh develop?

Dear Editor,

I'm a student of Delhi University. I have been living in Delhi for past 4 years, for my Bachelors and Masters Degree.

There is proper bus station, bus stops, car parking area, roads, traffic controls, markets, schools and lots more. The problem here in Delhi is that it is over populated and has more population than the state of Arunachal.

I'm sure Delhi is often visited by most of the MLAs and bureaucrats of GoAP.

When I return to AP during vacations, I feel ashamed and annoyed by the poor and miserable condition of roads, traffic, bus stations and stops, markets, Internet, hospitals, electricity, health, education. The only good thing is the weather of AP.

Do the MLAs, MPs, bureaucrats and people who often visit Delhi feel the need to develop AP like that of Delhi? Roads, schools, colleges, hospitals, market, bus station, bus stop of AP have remained the same without any proper development since my childhood. When will AP develop?

The changes that I have seen in AP are the increase in number of private cars and buildings. Who and when will AP develop?

I would like to request MLAs, MPs, bureaucrats and people of AP to develop our state with proper roads, transportation, schools, universities, hospitals, electricity and telecommunication.
